The world\u2019s largest exchange by trading volume will not obtain a CASP license under the MiCA Regulation before July 1, 2026, the date on which the transition period expires and authorization becomes mandatory rather than merely recommended. The company itself has confirmed this to its European users in recent days, in a series of events that has shifted from uncertainty to certainty in less than two weeks.<\/p>\n\n\n\n Binance didn\u2019t wait to get involved in the process. It filed its CASP license application in January 2026 with the Hellenic Capital Market Commission (HCMC), the Greek regulator, after co-CEO Richard Teng himself publicly defended the choice of Greece as the company\u2019s European regulatory headquarters in February. For months, the company described the process as well underway and expressed confidence that it would obtain approval on time.<\/p>\n\n\n\n That confidence collapsed in mid-June. On June 16, Reuters reported, citing sources familiar with the process, that the application filed with the Greek regulator was headed for rejection. Just one week later, on June 24, Binance officially confirmed that it was withdrawing its application in Greece before a formal rejection could be issued, and announced that it would seek authorization in another European Union member state, even though the deadline had already passed.<\/p>\n\n\n\n In its statement, the company was clear about its reasons: \u00abIn the absence of a formal decision as the end of the MiCA transition period approaches, we have chosen to proceed as prudently as possible.\u00bb Binance emphasized that its customer funds remain secure and that its intention to operate in Europe \u00abhas not changed,\u00bb but the statement itself acknowledges the bottom line: the license will not be granted in time.<\/p>\n\n\n\n What was just a possibility a few days ago has now become a fait accompli. Binance has directly notified its European users that, since it does not have CASP authorization, its app will cease operations as of July 1. The company has already begun the orderly winding down of its services in the region, in accordance with the requirements set by the European Securities and Markets Authority (ESMA) for any provider that reaches the deadline without a license.<\/p>\n\n\n\n The fact is that the European supervisory authority has left no room for interpretation. On June 23, ESMA formally urged all unauthorized crypto-asset providers to begin an orderly winding down of their activities in the European Union by June 30. The instructions are specific: immediately stop onboarding new European customers, cease all advertising and customer acquisition activities, and limit the provision of services exclusively to the actions necessary for users to sell, transfer, or close their positions. Assets may only be held in custody for the time strictly necessary to complete that exit.<\/p>\n\n\n\n ESMA was equally explicit about the consequences for those who continue to use unauthorized platforms: they will not benefit from any of the safeguards offered by MiCA, including the protection of client funds. The agency directly recommends that users of unauthorized providers transfer their cryptoassets to a licensed CASP or a self-custody wallet before the situation becomes more complicated.<\/p>\n\n\n\n The regulatory blow to Binance is no small matter. The platform accounts for around 40% of the total trading volume in cryptoassets in Europe, making its exit from the regulated framework the most significant development in the entire MiCA implementation process. Unlike smaller exchanges that simply disappear from the radar, Binance\u2019s loss of access to the European market has an immediate domino effect on millions of users and the rest of the industry.<\/p>\n\n\n\n In fact, the competition was quick to react. Several regulated crypto asset brokers have spent weeks actively positioning themselves to take on Binance\u2019s European customers in the event that the company failed to obtain the license in time\u2014which is ultimately what happened. Platforms such as Coinbase, Kraken, and OKX\u2014all of which already hold valid CASP licenses\u2014have stepped up their marketing efforts specifically targeting users who are left without service.<\/p>\n\n\n\n For those who traded on Binance primarily because of its wide range of trading products\u2014futures, perpetuals, and highly liquid altcoins\u2014OKX Europe appears to be the most comparable regulated alternative, with around 300 cryptocurrencies available for spot trading and a broad range of derivatives offered within the MiCA framework. Coinbase, for its part, has strengthened its offering for European traders with the launch of MiFID II-regulated futures in 26 countries, featuring contracts for BTC, ETH, and SOL.<\/p>\n\n\n\n The company has made it clear that the transition will not be an instant shutdown on July 1, but rather a phased withdrawal process. In practice, this means increasing restrictions on deposits, limits on withdrawals, and a gradual loss of features, in line with ESMA\u2019s requirements for an orderly exit. Binance has committed to communicating directly with affected users to explain the steps they need to take and the deadlines for closing or transferring their positions.<\/p>\n\n\n\n This orderly withdrawal should not be confused with a guarantee of full protection. As of July 1, and as long as Binance does not hold a CASP license in any Member State, its operations in the EU fall outside the regulatory umbrella of MiCA. This means, among other things, that there is no legal obligation to segregate funds\u2014as is required of licensed exchanges\u2014and that no European regulator\u2014neither the CNMV nor any other national supervisor\u2014has jurisdiction to intervene if problems arise during this transition period to another country.<\/p>\n\n\n\n Binance has insisted that its European ambitions remain intact and that it is confident of obtaining the MiCA license \u00abin the coming months,\u00bb although this will inevitably be after the deadline set by the regulation.
